What is the Government’s idea for leveraging Brazilian infrastructure? If there is a common complaint from all Brazilian businesses, it is certainly our transport and commercialization infrastructure. Brazil has a series of bottlenecks that disrupt the lives, mainly of those who want to export and import products at competitive prices inside and outside the country. This delay is already so evident that, even in a complicated time of accounting adjustments, the Government saw the need to find ways to make these investments viable. The response, mainly, comes from the private sector. The current Investment Partnership Program (PPI) was created in to develop strategic projects in the infrastructure sector, but is only now being accelerated by market tailwinds.
Villela explains: “In the current scenario phone database of low interest rates and controlled inflation, the Infrastructure Investment Package can unblock historic bottlenecks in our logistics chain and help launch the growth of the Brazilian economy .” The idea is to grant concessions to key areas such as ports, airports and transport routes, so that the private sector is encouraged to expand, improve and develop the functioning of the public system. In fact, the search is also for foreign investors — focusing on large markets such as the United States, Europe, the Middle East and Asia. The Government wants to take advantage of the opportunity to inject resources into the public coffers and, thus, further help the domestic economy. Which areas will benefit most? The objective of infrastructure investments in Brazil cannot afford to be selective. Our entire logistics and transport chain needs resources to reach the point that national companies need it to reach.
That said, the concessions in this new program initially focus on large terminals and the path to them. Villela makes a current assessment: “In , 12 airports were granted (6 in the Northeast, 4 in the Center-West and 2 in the Southeast), the section of the North-South Railway between Porto Nacional (TO) and Estrela d'Oeste (SP), 437 km of highways BR-364 and BR-365 between (MG) and Jataí (GO), in addition to port terminals in the Ports of Belém (PA), Vila do Conde (PA), Cabedelo (PB), Vitória (ES), Santos (SP ) and Paranaguá (PR).” Negotiations range from concession to sale and equity participation in some assets. The final goal is to include around 15 thousand kilometers of railways and 16 thousand kilometers of highways in this project, totaling an investment of around billion reais. How is this search for infrastructure investments evolving? As it is a complex program that involves several forms of concession and sale, it is impossible to do everything at once — especially in a country the size of Brazil.
