Open Call!: Practical exchanges in innovation and urban development in the citie

If you currently work for a municipality or local government of a city in Latin America and the Caribbean (LAC), specifically in the topics of urban development, urban planning, sustainability, climate change or innovation, this call is for you. The Inter-American Development Bank (IDB), together with the Austrian Federal Ministry of Finance (BMF), the city government of Vienna, and the provincial government of Styria, invite you to apply for a three-month residency in the Austrian cities of Vienna and Graz. During your stay, you will have the opportunity to join the work of the urban planning and development teams of some of these cities and exchange experiences, tools and methodologies applied on a daily basis. You can also research specific projects that can be applied or replicated in your city. The organizers of this call seek to promote the exchange of knowledge between cities (and especially those who work for them) to contribute to their development.


This is the second edition of this exchange in the LAC region. The first took place in 2019 , and resulted in a fruitful exchange between the cities of Vienna and Quito . Vienna and Graz: two Austrian cities that are leaders in urban innovation Vienna, in addition to being one of the cities with the best quality of WhatsApp Number List life (according to the Mecer Quality of Living Survey 2019 and the Livability Ranking of the Intelligence Unit of The Economist ), accumulates many lessons learned about urban development . Thanks to a robust public policy on housing and collaborative planning strategies, Vienna has managed to face major challenges of urban development. With its almost 1.5 million inhabitants (4,000 inhabitants/km2), the city is considered an urban laboratory that constantly reinvents itself.



Vienna has several examples of urban redevelopment and revitalization, as well as urban expansion projects ( Aspern Seestadt ), whose smart growth strategies and tools could contribute to urban development discussions in LAC. The city of Graz , with a population of approximately 320,500 inhabitants (second largest in the country), is home to 17,400 companies, 10 universities, and 14 research centers. Its location, within a valley, complicates air circulation, especially during winter. As a result, its topography favors the accumulation of particulate matter and nitrogen oxides in the air that come mainly from motorized traffic, industrial activity and residential heating. Although air quality indices reported an improvement between 1995 and 2001, CO2 emissions increased by almost 30% in that same period. In response to this situation, Graz increased its level of climate ambition and commitment in 2010 by launching its strategy: Smart City Graz.
